New director to push for housing, transport, and jobs in Illawarra Shoalhaven

The Property Council of Australia has named Matthew Wales (pictured above) as its new regional director for Illawarra Shoalhaven – a region that faces ongoing pressures from population growth, infrastructure needs, and housing shortages.
Wales, who has previously advised both the Federal Treasury and the Hong Kong government, most recently worked in the Property Council’s capital markets division, focusing on taxation and foreign investment.
He assumes the position amid growing concern over housing supply and infrastructure gaps in the Illawarra Shoalhaven, one of New South Wales’ fastest-developing areas. Data from Homes NSW highlights a pressing need for affordable housing, along with a mismatch between existing dwellings and the needs of households—particularly older residents requiring more appropriate options.
“With significant population growth and economic expansion in the region, we need the right infrastructure, housing, and transport solutions to support our communities and businesses,” Wales said.
He pointed to major urban development plans, including the Wollongong CBD revitalisation and the Nowra Riverfront Precinct, as key opportunities to align planning with rising demand.
“A key focus will be unlocking new housing opportunities and keeping planning and investment in step with demand,” he said. “Major projects like the Nowra Riverfront Precinct and the Wollongong CBD revitalisation will be central to shaping the region’s future.”
Transport limitations were also identified as a critical issue, with Wales calling for improvements to public transport and regional connectivity.
“We need more frequent train and bus services within the Illawarra Shoalhaven, as well as a business case for a direct link to Western Sydney, and roads upgrades to better connect the region with the new Western Sydney International Airport and Aerotropolis,” he said.
“Improved public transport services and stronger transport links to Greater Sydney will be a game-changer for local businesses, workers, and residents.”
Wales also highlighted the need for coordinated policy and investment to enable regional economic development.
“The expansion of Port Kembla is another top priority – the BlueScope Port Kembla Master Plan is set to transform the area into an industrial hub with the potential to create 30,000 jobs,” he said.
