RBNZ appoints new board chair and director as easing cycle continues

Rodger Finlay (pictured left) has been elevated to RBNZ board chair and Rhiannon McKinnon (pictured right) appointed as a new director, strengthening the central bank’s governance at a time of policy transition and renewed focus on stability and efficiency.

The board changes follow the Reserve Bank’s latest move to lower the official cash rate to 2.25%, a widely expected 25-basis-point cut aimed at supporting a fragile economic recovery and guiding inflation back toward the midpoint of the target band.

Rodger Finlay elevated to board chair

Finlay was confirmed following approval by the governor-general on the recommendation of the minister of finance.

Finlay, who joined the RBNZ transition board in October 2021 and became deputy chair in February 2023, has been exercising the functions of chair since August 2025.

His background spans senior roles at CS First Boston, Paribas and UBS, as well as governance positions across large New Zealand listed and public-sector organisations.

“It is a privilege to be appointed as the RBNZ board chair,” Finlay said in a media release.

“The past year has seen wide-ranging change for the Reserve Bank and I look forward to supporting a renewed focus on effectively and efficiently delivering the Bank’s economic, financial stability, and broader central banking objectives. I am also looking forward to working with our incoming governor, Dr Anna Breman.”

He will serve as chair until 30 June 2027.

Rhiannon McKinnon joins RBNZ board

Rhiannon McKinnon has also been appointed to the board, beginning a five-year term on 1 December 2025. 

McKinnon brings expertise in hedging programmes, bond issuance and M&A transactions, alongside leadership experience as CEO of Kiwi Wealth and governance roles with the NZ Film Commission, CFA Society of NZ and Dress for Success Wellington. She is a chartered financial analyst and holds an MA from the University of Cambridge.

Finlay welcomed her appointment.

"Mrs McKinnon is an experienced financial professional with a strong background in leadership and strategy," he said. "We welcome her appointment to the RBNZ Board and look forward to the contribution she will bring towards delivering on Te PÅ«tea Matua’s strategic objectives.”
